SFUSD Elementary Schools’ Proficiency Levels (edit this)
Under “No Child Left Behind,” public schools are required to ensure that all students are at grade level (proficient) or above by 2013-14 in English Languge Arts and mathematics. Elementary students in grades 2nd through 5th are tested in April at each school.
To achieve this goal, the state sets a yearly Annual Measurable Objective (AMO) for each district. This year, the state has set SFUSD’s 2005-06 Annual Measurable Objective (AMO) at 23% for English Language Arts and 23.7% for mathematics. This means that 23% of the students in the District must test at grade level/proficient or above in English Language Arts and 23.7% for mathematics.

The results are shown in the percentage of the school’s students that tested above proficient, proficient (grade level), basic and far below basic. The results are then provided by the state in the following August. You can see SFUSD’s results at: http://star.cde.ca.gov/star2006/Viewreport.asp
If we look at the elementary school scores, we find that fourteen of SFUSD’s elementary schools had more than 70% of the population tested at proficient (grade level) or above in both English Language Arts and mathematics:

John Yehall Chin Elementary School is probably the least known school in this group. Located in Chinatown, it is a great school with an outstanding staff and great parent support. The goal is to have the highest number of students performing at a high level. Alice Fong Yu Elementary School meets that goal with 87% of their students performing at above or proficiency.
Another thirty seven schools also meet the Annual Measurable Objectives for all of their grades in both categories in 2005-06. The happy surprise is that the list includes schools that have struggled in the past, including Dr. Charles Drew Elementary (a Dream School), Bessie Carmichael ES (the only school in the SOMA) and Bret Harte Elementary School which is located near Candlestick Park.

But there were 22 schools that had specific grades that didn’t meet one or more of the AMOs. This means that the principal, staff and parents are working together to get those students to grade level. It is interesting to note that it appears that the District’s students have more difficulty passing the English Language tests than the math tests.
One surprise is Creative Arts Charter Academy. As one of the more affluent schools in the district and the only charter elementary school in San Francisco, it’s interesting that it appears that they need to work with their 3rd graders on both English Language Arts and mathematics. The schools that do not meet the AMO are:
