war against women makes ballot

Apparently, the first proposition to qualify for the next election does not have Arnold's fingerprints on it:
Amid the escalating hostilities over Gov. Arnold Schwarzenegger's political agenda, a little-noticed but highly emotional measure has been quietly gathering momentum and will probably be the first to qualify for the next statewide ballot.

The initiative would require an abortion provider to notify a parent or guardian 48 hours before performing an abortion on an unmarried minor, unless there is a medical emergency.
This one snuck up on me, for sure, and I can't find much information about it, other than the article cited above.

Yet another sneak attack on the right to choose.

Ironically, the Gov's people dismiss the effects of this proposition because
Rob Stutzman, the governor's communication director, said that while parental notification will fire up activists on both sides, he doubts the campaign over it will generate the money to compete for the public's attention.

"We're confident that no matter what else is on the ballot that the governor will be able to communicate a focused message on reform and we do not have concerns about clutter," he said.
What's an unwanted child here, a beaten teenager there? Clutter, I tell you, clutter!

Tell that to a 15-year-old girl beaten by her father, or to a baby born to someone too young to care for him.
